The challenge

A legal first with no playbook

On 27 January 2025, Uttarakhand became the first state in independent India to implement a Uniform Civil Code. The legal shift needed a robust operational counterpart: secure, high-throughput infrastructure that could translate intricate legislation into intuitive interfaces for millions of citizens and thousands of legal officers.

Prodios Labs partnered with the Home Department to architect, build, and launch this sovereign platform under aggressive, non-negotiable legislative timelines, setting a new precedent for digital legal governance in India.

A secure, multi-surface ecosystem spanning citizen interfaces (web and Android), CSC operator portals, an automated quasi-judicial workflow engine, and a centralized administrative core.
